--Trademark Office actively promoted trademark registration and administration system reform
To implement the spirit of SAIC party conference and Minister Zhang Mao’s speech on May 23, Trademark Office comprehensively strengthened awareness on reform and service, insisted on policy transparencies, organized several workshops, deepened investigations in local areas, widely collected opinions and suggestions on trademark registration and administration, comprehensively checked bottlenecks and risk points, combined reforms with rectifications, and made a good start for trademark registration and administration system reform.
Collecting Suggestions, Widely Asking for Opinions In the afternoon of June 6, Trademark Office organized a meeting on Comprehensively Deepening Trademark Registration and Administration System Reform, Liu Junchen, vice minister of SAIC and the director general of Trademark Office was present at the meeting. Responsible staffs from Trademark Office, Trademark Review and Adjudication Board, Trademark Association and Trademark Examination Cooperation Center attended the meeting, with Cui Shoudong, deputy director general of Trademark Office hosted. 15 delegates including experts, enterprises and trademark agents and local AICs from China Academy of Social Science, Lenovo, CPA(HK), BAIC and Hebei AIC joined the meeting, who expressed opinions freely on ten issued including trademark acceptance notification, trademark examination procedure optimization, trademark certification, and trademark examination cooperation center establishment in other cities. Liu Junchen appreciated for all delegates’ opinions, notified SAIC’s deployment on trademark registration and administration system reform, stressed to follow the rule and principles of business system reform, perform the spirits of business reform, and promoted comprehensively, voluntarily and strongly for trademark registration and administration system reform. He required to streamline administrations and delegate power to take several ways for improving trademark registration convenience and to strengthen supervision in and after registration and to promote trademark and brand building.
Strengthening Cooperation and Jointly Promoting Reforms To unify and coordinate trademark issues during reform, Trademark Office, Trademark Review and Adjudication Board, Trademark Association and Trademark Examination Cooperation Center jointly organized a trademark registration and administration system reform work group to promote the progress of the reform. During May 30 to June 1, three meetings were organized to unify thinking, reach consensus. The four departments jointly believed that the reform was necessary and should be jointly promoted under the leadership of SAIC party committee, and the overall line for the reform was to free minds, to reform and innovate for efficient and convenient service and for development. The departments would like to take this opportunity to form a system for joint meeting and to organize meetings periodically, to strengthen communication and coordination and to discuss and consult reform relevant specific issues.
Acting and Rectifying Immediately, Voluntarily Conducted Investigations From May 29 to June 2, Trademark dispatched three team led by different deputy director generals for Sichuan, Shanghai and Guangdong to investigate and to collect opinions and suggestions from enterprises, trademark agents, local AIC and Market Supervision authorities, local governments and experts on the local requirements on the building of trademark examination cooperation centers, trademark representative offices and service windows. The Human Affairs Department, Information Center of SAIC also joined the investigation. 14 meetings were organized with about 300 delegates joined and more than 500 opinions collected there. The delegates welcomed SAIC’s deployment on trademark registration and administration system reform, showed their hopes for detail methods, suggested to strengthen the top design and to borrow overseas advanced concepts, to make trademark work transparency and big development and to provide better public service for applicants.
Under the firm leadership of SAIC party committee, all staffs of Trademark Office would deeply implement the requirements on Party Building Studies and on Three Stricts and Three Steadies, comprehensively deepen trademark registration and administration system reform, optimize service for innovation and development, and make new contributions for the popular entrepreneurship and mass innovation and for economic and social sustainable developments.
